IIDP was founded by Larry Head, Len Dorr, and Leslie Fangman with a vision to build infrastructure that can drive economic development.
We don’t work in silos and look for projects with multiple utilities to integrate and elevate. Recognizing a market demand for preliminary
infrastructure studies crucial in promoting environmentally friendly construction and advancing projects to fruition, the trio embarked
on this venture. Bringing financing, multiple utilities, energy goals, policy and technology under one umbrella we can assess
assets and take would be waste and monetize it.

from Georgia Tech and
Drucker School of
Management. Larry has
authored many articles on
energy practices and
innovation.
Lenord Dorr
Principal
Len, with 40+ years in the
energy and infrastructure
industry, focuses on
decarbonization, Energy as a
Service solutions, and
District Energy
development. He has
extensive experience in
developing renewable
energy projects globally,
including technical,
financial, and regulatory
aspects.
Leslie Fangman
Principal
Leslie has over 25 years of
experience in P3
infrastructure and
construction, focusing on
social infrastructure and
district energy projects. She
has expertise in business
development, client
relationship management,
and COO roles. Leslie also
serves as a speaker on
topics like Energy Districts
and Green Energy
